Somebody seemingly doesn't like NYS Attorney General Schneiderman and/or immigration?

Part of an HTML-formatted e-mail received from AG Schneiderman on February 19, 2017 at 8:02:31 AM EST with the subject line "Guarding NYers Against Scams"; at the bottom of the selected part (you may need to click on the image to see it better) where an image did not load it has something obscene:

One image had the alt text tag "F*** you" (with that message spelled out fully) followed by another image with the alt text tag "Spanish"

The first image, if one is sighted and has one's mail app set to load remote images has embedded in the image the text:

Really, both images should have had alt text tags containing the same text that was embedded in the images. Screen reader apps cannot read the text otherwise.

Viewing the source code for the html-formatted e-mail shows in part the offending alt text tag:

Seemingly someone in AG Schneiderman's office or the GovDelivery service does not like AG Schneiderman and/or immigrants very much... and does not have any qualms about saying "F. U." to everyone whom AG Schneiderman's sends his mass mailings.
