One image had the alt text tag "F*** you" (with that message spelled out fully) followed by another image with the alt text tag "Spanish"

Really, both images should have had alt text tags containing the same text that was embedded in the images. Screen reader apps cannot read the text otherwise.
Viewing the source code for the html-formatted e-mail shows in part the offending alt text tag:
Seemingly someone in AG Schneiderman's office or the GovDelivery service does not like AG Schneiderman and/or immigrants very much... and does not have any qualms about saying "F. U." to everyone whom AG Schneiderman's sends his mass mailings.
